How This Program Helps

NOCOA works with Entergy to provide limited, emergency bill payment assistance to older adults and adults with disabilities who are struggling to keep the lights on.

Assistance is funded through Entergy’s charitable utility assistance programs and managed locally by NOCOA for eligible New Orleans residents.

Who Can Get Help

This service is designed for:

  • Seniors (age 60+) who are Entergy customers
  • Adults with disabilities who are Entergy customers
  • Households facing a real risk of disconnection or serious hardship

How Much Assistance

  • Assistance is capped at up to $200 per Entergy bill.
  • Eligible customers may receive help once every 6 months.
  • Support is based on funds being available at the time of your appointment.

Eligibility Checklist

Requirements are based on Entergy’s low-income senior and disability assistance guidelines and local NOCOA policies. Final eligibility is confirmed during your appointment.

For Seniors (Age 60+)

  • You are an Entergy electric customer in your name or in your household.
  • You are 60 or older.
  • Your household income is within low-income guidelines (typically at or below about 150% of the Federal Poverty Level for Entergy assistance programs).
  • You have an unpaid Entergy bill and are experiencing financial hardship.
  • You have not received this assistance from NOCOA in the last 6 months.

For Adults with Disabilities

  • You are an Entergy customer in your name or your household.
  • You are an adult with a disability, or there is a disabled adult in the household.
  • You must bring a current SSI award letter showing you are actively receiving SSI benefits.
  • Other benefits like survivor benefits, short-term disability, and workers’ compensation usually do not qualify as disability for these programs.
  • Your household income must meet low-income guidelines (often up to about 150% of the Federal Poverty Level for Entergy assistance).
  • You have not received this assistance from NOCOA in the last 6 months.

What to Bring to Your Appointment

  • Photo ID for the person applying.
  • Most recent Entergy bill (showing your account number and amount due).
  • Proof of income for everyone in the household (for example: Social Security, SSI, pension, wages, or other regular income).
  • For adults with disabilities: a current SSI award letter showing you are receiving benefits now.
  • Any disconnect notice or urgent notice from Entergy, if you received one.

Program Rules & Limits

Electric Bill Support Service is an emergency program with limited funding. Assistance is not an ongoing benefit and is never guaranteed.

  • Maximum assistance: Up to $200 per eligible Entergy electric bill, per household.
  • Frequency limit: Assistance may be provided no more than once every 6 months for the same senior or disabled customer.
  • Funds are limited: Help is provided only while funds last. Being on the wait list does not guarantee payment.
  • Emergency focus: Priority is generally given to those facing disconnection or severe hardship.
  • One household at a time: Only one assistance approval per household during a six-month period.
  • Verification required: All information and documents must be current and accurate. Missing or outdated documents can delay or prevent assistance.

How to Request Electric Bill Assistance

Step 1: Call (504) 821-4121 to ask about Electric Bill Support Service and schedule an appointment.

Step 2: Write down your appointment date and time. Ask what documents you need to bring.

Step 3: On the day of your appointment, bring your Entergy bill, ID, proof of income, and (if applicable) your SSI award letter.

Because demand is high, you may be placed on a wait list. NOCOA staff will let you know if and when funding is available for your bill.
